As of August 1, 2007, any person who captures or attempts to capture furbearing animals under a furbearing animal licence must first obtain a trapper training certificate, except that this certificate is not required if they held a furbearing animal licence during the 2006/07 fishing season (before August 1, 2007). Take and pass a written exam that includes fishing procedures, health and safety issues, legal and regulatory components related to human-animal conflict traps, and questions about reproductive cycles, feeding habits, and cave locations of the most common wildlife species in Maryland. What laws and regulations give the Department of Natural Resources the legal authority to issue this permit? Hunting and trapping during established and regulated seasons can be effective in eliminating troublesome individuals and reducing the local population. Raccoons are relatively easy to catch in traps. A cage or box trap should be used in populated areas or if you have loose pets in your neighborhood. Use a well-constructed trap of at least 10 inches by 12 inches by 32 inches. Place the trap on a flat area and make sure the area around it is free of objects that a raccoon could grab and pull towards the trap. When placing cage traps on roofs, a piece of protective plywood or similar barrier is required, extending about a foot on all sides to protect the shingles from cracking. Prevent baited cage traps from being turned over by anchoring them with stakes. Secure traps in other places with strapping metal or other anchors to avoid slipping from roofs, etc.
Bait traps with sweet fruits (such as cherries or grapes), marshmallows or jelly to reduce the risk of catching non-target animals. Place a pile of bait behind the trigger and scatter a small bait outside the trap opening and just inside the trap entrance. Make sure the back of the trap is protected by a net of 1/2 inch or less to prevent raccoons from reaching the bait without entering the trap. Body gripper traps, box traps, foot traps and snares are legal fishing gear and are subject to the following restrictions and conditions: (a) No person shall place, place, maintain or use slings or leghold pliers within 150 metres of a permanent human residence when capturing or capturing animals. (a) Except during the hunting and fishing season or to the extent permitted by paragraph (b) of this Division, it is prohibited to hunt or capture furbearing mammals or to possess the flesh or fur of a furbearing animal, whether hunted or captured in that State or in any other State, territory or country. A Maryland permit to provide wildlife-human conflict management services to people who have problems with pesky wildlife. This permit is required to capture, move or euthanize wildlife, causing problems for owners, businesses or other landowners. The permit allows its holder to charge a fee for these services. Any commercial enterprise that provides these services requires a permit and every employee of that business that catches, transfers or euthanizes problematic wildlife also requires a permit.

(ii) However, in the counties of Frederick, Garrett, Allegany, Carroll, Howard and Washington, a person may be admitted between November 15 and 15. In February of the following year, mink or muskrats hunt or catch, and a person can possess green mink and muskrat skins until February 25 to heal the skin. Unarmed fox hunting is not included in the legal definition of hunting. However, it is subject to the regulations of the Department of Natural Resources. Persons involved in the unarmed hunting of foxes must hold an individual furbearing animal licence or be part of an organized group that holds a furbearing group licence (see Hunting Licence). Additional permits may also be required to hunt foxes in certain public areas. All activities on Ministry of Natural Resources property are subject to the ministry`s public lands regulations. Traps above the waterline must not exceed a maximum jaw margin of 5 3/4 inches. Traps placed below the waterline and completely submerged must not exceed a maximum jaw of 7 3/4 inches.
(Jaw gap means the distance between the inside of the two jaws when measured through the jaws on a line perpendicular to a line drawn through the jaw pivot points when the trap is in the specified position.) In the rest of the State, except for the districts referred to in paragraph 2 of this subparagraph, a person may hunt or catch mink or muskrats between January 1 and March 15. (iv) The Department may extend any muskrat season specified in this subsection for a period of 1 week if it deems it necessary for any reason, including weather conditions. (c) This section does not apply to the use of gripping traps with the jaw less than 6 inches apart, which are completely submerged, maintained and used. (5) Owners and tenants of private land in Howard and Harford counties, provided that a trap referred to in clause (a) of this section is not within 150 metres of another person`s permanent residence.
